The Raiken have a strict command economy, where the government owns and controls every aspect of the market. From extraction of raw material to distribution, the High Council of Raiken and its lesser Councils keep the machine running through various orders and edicts.

Another aspect of their economy is their distinct lack of currency in any form. Trade is conducted by bartering between individuals and by requisition with the government.

Quick Advantages and Disadvantages

As with most things, there are advantages and disadvantages to the Raiken economic system. Where they ensure everyone is cared for and focus on improving quality of life for all, their vast network is difficult to manage and it misses some citizens.

Advantages
  • With the Alliance in control, the vast majority of people are kept fed, sheltered, and employed.
  • Since the economy is controlled by the government it is not held back by the idea of profit. The Alliance works for the good of the people.
Disadvantages
  • Since the Alliance distributes most of its supplies to clan keeps, rather than individuals, those who do not belong to a clan are often not looked after. It doesn’t help that the clanless are looked upon with disdain.
  • With the tremendous workload of managing a truly massive supply network, it is not uncommon for shortages of various products at various times.
  • Since the Alliance does not have a currency, trade with outside nations is restricted to bartering.
  • Without competition, innovation and efficiency can be compromised.

Even before the formation of the Alliance after the Great War Between Brothers, there was a semblance of a proto-government existing ever since the Raiken decided to settle at Sial’roshya. Here, the clan heads met to decide how resources were distributed, focusing on keeping everyone fed and protected. In return, everyone was expected to work for the group. This communal tradition stemmed from the close clan bonds that every Raiken is expected to have and has endured throughout Raiken history.

As the Alliance of Raiken was formed on the heels of the Great War Between Brothers, there was a renewed focus on communal effort and brotherhood. The High Council of Raiken and the lesser councils that formed after it remained in control of the economy, agrarian as it was. Its chief focus was still to provide food, shelter, and any other essentials to the people.

When the Raiken Industrial Revolution began to boom, the High Council of Raiken took control of the industrial sector, utilizing the ability to create more, faster, to better supply its people. The Alliance constructed factories near clan keeps, ordering clans to produce goods in exchange for the things they needed. This sort of system made the Alliance much like a storehouse. It received goods from all clans and redistributed them as needed.

In the current day, the Alliance still controls every aspect of the Raiken economy, from mass farming to ship building. With technology improving by leaps and bounds, it has become easier for the councils to manage the widespread network of distribution, however, it is not without its problems.

Infrastructure

The High Council of Raiken orders construction of factories, shipyards, roads, storehouses, and more. As it is control of all aspects related to internal affairs and the betterment of the society as a whole, it is very easy for the Councils to order the expansion of infrastructure.

Typically, the High Council and its lesser councils will manage how many factories and farms a clan has to manage based on their population and land claims. They will construct the necessary buildings and provide the materials needed for production, in addition to the means to transport it to Alliance storehouses.

While a good portion of Raiken industry resides with clan keeps, another large portion of it has been built around Sial’roshya and other Alliance built cities. Most final manufacturing takes place here, from civilian appliances to military firearms. These factories are staffed by Alliance employees and the clanless that have been taken in by the Alliance.

Production

The High Council of Raiken and its connected lesser councils set production goals for all facets of industry. Every three orbits, an order is sent out to each clan, detailing what they are expected to produce. Each clan is expected to report their amount and state any problems in production, if any. If a clan fails to produce enough or produces at a quality below standard, they will be disciplined by the government.

Repeated failures to meet quotas usually results in an investigation to see if any clan members are not working to standards. Those found to be slacking off are promptly exiled from the clan.

Alliance operated factories undergo a similar process, although they are more closely monitored, due to being involved with more important stages of production and a relatively high proportion of clanless workers.

Distribution

The Alliance distributes supplies to the clans based on their reported size. Other than weekly shipments of standard supplies, clans are permitted to requisition goods from the Alliance. These requisitions usually take longer to fulfill. For the clanless, unless they are employed by the Alliance, they are left to fend for themselves. This generally results in most of the clanless seeking employment from the Alliance.

Distribution is usually done by air, since the Alliance lacks an extensive road network. There are several scattered air bases all over Ranil’inas and any other planet that they are present on which are dedicated solely to distributing supplies.
