Cel Tonna

Cel Tonna is a picturesque vacation destination located on the edge of a floating landmass of the magical nexus planet Rococo, located in Symphony

Cel Tonna was initially founded as an ambient magical energy collection colony, taking liquid out of the nexus-rich air (Hakokom) through condensers. But, through the course of The Old War, Cel Tonna's supply of food (being a colony with no farming capabilities of its own) was cut off and the residents resorted to cannibalism through lottery. Once the war concluded, the colony continued the practice of sapient consumption though quickly refining the process - and with the rising Hekate's help, grew to become a popular retreat and destination for illicit acts.

  • Counsellors, Politicians and Elected Officials -
    • City Council - Cel Tonna is ran by a elected city council rather than an assembly of representatives or a single mayor. Listed below are more prominent ones, but are by no means the full council.
      • Gumpman Mangrits, Esquire - Gumpman is an aging human distantly related to the original founder of the Mangrits Cereal Company, but is in Cel Tonna as an investor. His views are more naturalistic in nature compared to his fellow councilors, which draws him the ire of his more progressively minded cohorts.
      • Diana the Fabulous - A Gim, born and raised, Diana enjoys the finer points of Cel Tonna's culture while bringing his own unique bloodsport-focused mindset to the table. He frequently pushes for some form of gladiatorial arena that features losers getting fed to the audience.
      • Watanabe Yukiko - A Maidenhand who runs the city's biggest cloneflesh foundry, Cattleworks. She maintains high popularity ratings due to her public facing persona related to her business, and strives to put new and exotic flavours on her electorate's plate.
  • Businesspeople
    • Ramza Daelit - The entrepreneur behind the MiniEats chain of “fast food” establishments dotted around Cel Tona. Responsible for both the technical and aesthetic design of the franchise, they are regarded by many as an eccentric due to their self described “butterfly-jellyfish” body. Though some call them an Oddbody, the vehemence with which the term is rejected by them has lead to some rumors that they might be an undocumented alien species.
    • Tohk SaCel Tonna - This Rolaan runs an import service of “aquiring” rare or unusual meats. Everybody knows that it's basically poaching but nobody officially investigates him because his services are so valued - and the well-to-do vigilantes that try tend to end up on his plate.
    • Tir Ven - The Hekate local corporate head of Cel Tonna. They are a Vaen that tends to keep to themselves when not working on promoting Hekate locally.
    • Byun Yo-soon - Yo-Soon is the owner of the biggest restaurant in Cel Tonna, Heaven's Pavilion. Her Angeldust posse maintains friendly terms with Yukiko's Cattlehand posse and is often given preferential treatment when it comes to new products.
    • Lalelin Vyn Halse - CEO of the local magical utility giant wonderFLOW, Lalelin has campaigned extensively for a unified underground magical conduit network across Cel Tonna often hosting talks and exhibitions to demonstrate the benefits to the quality of life of the city's citizens. Suppressed, but prolific rumors suggest that her proposed conduit network holds many unknown dangers, with rumors ranging from vaen baldness to the spontaneous generation of monsters near conduit lines.
  • Celebrities
    • Sen Valeria - Sen is the current number one most popular and most successful member of the MagiStars, boasting more phenomenae resolutions than any current or past member. Her insect-themed abilities boast a wide variety of uses and serve to highlight Sen's creative capabilities to apply them.
    • Dumi Ithic - The owner and operator of Gratification's Gullet. Enjoys serving themselves to patrons.
    • Jin Saul - The brand ambassador for Cel Tonna, effectively in charge of publicity for the city throughout the known universe. If it's an advertisement for the city, Jin is either in it or had a hand in it. Much of the adverts involve them serving stylized food on a platter.
    • Vicissital AKA: Vizzy, The Viz, Viz-ness, Runs-Upon-Your-Bones, Plucker and Setter, Vicissitudal One1) - An imps/Imp who plies their trade as a xenosurgeon and bionics installer for Cel Tonna's elite. Initially summoned to the city over thirty-ish years (PA 245) ago by a small clinic looking to supplant their administrative side, Vicissital (or Vizzy) requested payment in the form of room and board, a modest wage, and to 'look in' on surgery to become what Viz called 'an understudy limbgrafter'. The clinic reluctantly agreed to Vizzy's terms, able to house the imp, and they saw him sit in with the surgeons and learn - it was there the imp watched something which called to him. Vizzy moved between worlds as they went between shifts at the clinic, learning at medical institutions across Orbital Object: Null, Acala, Cel Tonna and even The Weald - declaring proudly that they had found a new calling in bionic modifications and surgery. Vizzy's signature products are Weird's Organs, harvested from things and places within The Weald and brought back to Cel Tonna in an icebox.
    • Rerif Presis - Known throughout Cel Tonna for her golden voice, Rerif is an infrequent but coveted performer at the Jadeite Bowl Opera House. Though her singing is immensely popular Rerif has an almost non-existent presence in the public eye, eschewing all trappings typically associated with a celebrity. Part of this is due to her status as an active member of the Ley Lodge2), spending much of the year out on hunts for rare and magical creatures at the behest of those who can afford to pay for their components. Apart from her frequent and coveted hunts, she has a reputation for hunting not only valuable beasts but those who have the misfortune to slight her, her willingness to, and flawless record of, taking down even individuals typically seen as untouchable or even in some cases immortal, has given her a reputation such that her returns to Cel Tonna are marked not only for the opportunity to attend one of her rare and highly desired performances, but also by warnings to avoid accidentally inciting her wrath.
  • Groups -
    • MagiStars - A relatively small organization, but a very influential one in Cel Tonna. Effectively, it is a government-sanctioned magical girl group who takes care of any major or minor phenomenae that happen to threaten the community at all. They leverage potential collateral damage costs and the mental health maintenance costs with merchandising opportunity, making the MagiStars pseudo-celebrities.
    • Da Butchers - The biggest gang in Cel Tonna, effectively a mafia. They cater to the meat black market and are often found luring people out of sight. In their down time they make a lot of jokes about being upstanding butchers, and provide their community with quality, fresh, meat.
    • Skyrider Quintet - A team of five anonymous, chromatically themed, masked heroes. They are notable for both their habit of playing their own theme music arrangements when they go into combat, as well as being shockingly non-magical. Capable of engaging foes on the ground or in various robotic vehicles, a rare but popular sight is the combined form of The Legendary DynaSoul, a towering robot which is used to combat the largest threats to Cel Tonna. Due to the variety and capabilities of the Quintet's equipment, many debates exist as to whether or not their equipment is in fact magical in nature, while others have taken note of the slight rivalry between the Quintet and the MagiStars.
    • The Nested Silent - A very exclusive, high-society group that has their own exclusive club to wine and dine and dine and dine. If one is wealthy and important, then they should desire to join this group. They're subject to many rumors by the populace at large, but the group is very tight lipped.
    • The Ley Lodge - A group of hunters who profit from operating under strict legal bounds ordained by the local government to take on anomalous beasts. Unlike the MagiStars or the Skyrider Quintet, the Ley Lodge is more about obtaining rare reagents and parts rather than taking on threats.

Given Rococo's nature as a nexus world, the magical phenomenae is wild and rampant. The spellweavers and architects of the city have done their damnedest to protect it with layers upon layers of protective and structural enhancements and wards, but things still get through constantly.

  • Native Imp Population - Of all Weirds to make a home in Cel Tonna, Imps are by far the most preferred and in many cases don't have any master that they need. Imps still perform many tasks for the people of Cel Tonna in exchange for various necessities, and given their nature are usually left alone by meat collectors.
  • Union Pith - Rococo's nature lends itself to a very unique phenomenon - magical essence distilled into a pure, solid, concentrated form. Some folks refer to these as magical cores, but they are wrong and dumb. It's purely random whether one would find these in a random phenom-summoned creature, but they are highly prize for their variety of uses.
  • Leviathans - Wildlife that have been infused with so much magical energy, either through consumption or wild magic, that they grow to massive sizes and threaten communities. For Cel Tonna, the Skyrider Quintet handles these.
  • Gacha Spire - Gacha Spires is the name given to an obelisk that manifests itself randomly and embeds itself into the area. Looking upon it forces the viewer to comprehend it in different ways - some will see lampposts, others will see monuments - but the longer they're there, the more ambient energy they accumulate. When they reach a seemingly arbitrary amount of magical energy stored, they “pop” and a portal spills from their base, inviting god-knows-what into reality around them. On occassion, it's something nice like precious metals or flowers - but usually it's monsters. Of course, it invites new opportunities to collect Union Pith.
  • The Chichi Cunning Court - One of the most prolific, if often least noticed phenomena in Cel Tonna, the Chichi Cunning Court, or less flatteringly, fluttering posse are a large collection of diminutive flying humanoids commonly called fairies. Often going unnoticed due to their frequent misidentification as one of the many luminous or quasi-magical butterflies or small birds common in Cel Tonna, the fairies are typically present in almost all areas of Cel Tonna living life in a curious mirror to those of the typical residents. Just when the Chichi Cunning Court was formed is unknown, and many theories as to their origin exist ranging from the ever popular catch all term of Weirds, to tales of Cel Tonna residents who sought to save on living expenses by shrinking themselves and being slowly warped over time due to intense magical saturation. The most popular tales about the Chichi Cunning Court are those in which individuals claim to have seen missing friends fluttering about in the sunlight, suggesting that the Court may induct regular citizens into its number, whether this is true has yet to be proven.

Cel Tonna's economy is fueled by a massive tourist population from locales that outlaw sapient consumption, tied with magical innovation that sees Hekate's and other companies investments well placed. And, most importantly, many wealthy patrons come to take advantage of Cel Tonna's many, many amenities.

Cel Tonna doesn't have much by way of cars and has two primary methods of transit beyond the well-designed sidewalks for foot traffic - gondolas and palanquins. The Gondola system in Cel tonna consists of two central loops of massive moving platforms that plateau at each layer before ascending/descending slowly, and then moving to the opposite incline once they reach the top/bottom. They never stop moving, but they don't move faster than a crawl in the loading areas so boarding is easy. Palanquins on the other hand are meant for travel in the streets - magically levitating boxes a far cry from their namesake. They take advantage of wonderFLOW's conduit network to power.

The Malachite layer is the most heavily skewed towards travel and import/export businesses out of all the layers, but there is still plenty to see and do.Also is the much less scenic residential areas buried within.

Starport Lane

While this is called “starport lane” it's more of a generic name for most of Cel Tonna's shipping. Also here are many import/export businesses.

  • The Roc's Cage - The primary commercial starport for Cel Tonna. Has both consumer and business sections but it's where the bulk of travelers arrive and import/exports are done.
  • Gift of the Magus - The imports store tailored to sell products from Baroque. Given Cel Tonna's high relative wealth, many of the items available are suitably high quality.
  • Tick Tohk's Travels - The biggest imports store in Cel Tonna, of both meat and regular goods. Owned by Tohk SaCel Tonna and heavily guarded at all times.
  • Jewelry Box Way - The road that straddles the majority of Cel Tonna's warehouses and storage options, which is conveniently next to The Roc's Cage.

The Matrix Opal District

The literal shadiest area of Cel Tonna, the Matrix-Opal District is anything but. Enchantments on all the cave-like ceilings of the area constantly broadcast daylight or nighttime or even a wild celestial effect depending on what the council had scheduled.

  • Boundless Sky Hotel - The Boundless Sky is the nicest hotel on the Malachite Layer, with a highly prized view overlooking the non-floating terrain of Rococo below for miles.
  • Gratification's Gullet - A brothel catering to Cel Tonna's unique tastes. Redundant revival magics are embedded throughout.
  • Starry Rise - A popular restaurant that relies of flash cloning of diners to serve. The restaurant sports a lovely nighttime aesthetic and has a nice calm atmosphere to invite the most wonderful dining experience possible.
  • Rara Avis Cliquant - The most popular non-exclusive night club in Cel Tonna. The Rara Avis Cliquant has one of the best bars in the city, and a stained glass decor that shifts colours as the patrons enjoy themselves, with a beautiful heart-themed pulse effect centering on the main light rig. Every night there's something happening, so if ever one is in need of a good time, the Rara Avis Cliquant is there.

The Mines

The Mines are the heavily residential district of Cel Tonna - buried further into the shelf leading into the floating landform.

Mellylow Waterway

Sprawling, spacious waterway found beneath the Malachite layer, provides high flow water supplies to some of the industry on the layer as well as the various ports. Home to a community as well as a thieves' network.

The middle layer of Cel Tonna, it functions as the unofficial heart of the city seeing large amounts of traffic from both the Malachite Layer and the Red Beryl Layer. The layer is largely populated by service, specialty, and local craft shops interspersed throughout with shopping centers for more general purchases.

The Azure Edge

The leading edge of the layer hanging over the Malachite layer below, it is famous for its many waterfalls, beautiful parks, and landmarks popularized as lovers' hotspots. Almost all traffic moving up from the Malachite Layer passes through the Azure Edge, as such the property value is heavily inflated as business owners and residents struggle over the coveted property.

  • The Hearth Hutch - This location specializes in providing escorts themed after rabbits for all manner of discerning clientele, providing they stay on property. There is a rumor going around that people that cannot pay their tabs are forced to become one of the employees.
  • Kahl Dahn - A residential complex that houses a decent chunk of the Rolaan population of Cel Tonna. Unlike most Rolaan communities, this one is built with visitors in mind.
  • Gladiolus Garden - This beautiful and colourful tiered complex houses the operations of the MagiStars. The Garden has actual gardens of gladiolus flowers lining the path to the entrance, and much of the facility takes on gentle curves and sweeping edges to give the viewer an impression of floweriness.

Topaz Plaza

Located almost dead center along the edge of the Labradorite Layer, the shinning golden plaza dominated by a breathtakingly complex fountain is the place to be for entertainment, passion, and pleasure. The plaza features some of the most expensive, and comprehensive luxury services in all of Cel Tonna with an almost boastful guarantee that they have whatever it is you are looking for.

  • Hearts' Hideaway Hotel - A more modest establishment of the Topaz Plaza, the Hearts' Hideaway specializes in providing rooms for lovers. The room are designed for comfort and relaxation, and the entire building is saturated with anti-scrying and anti-detection wards allowing for one of the most private stays in all of Cel Tonna.
  • The Golden Orb - One of the more unusual buildings, living up to its name the structure consists of a huge polished gold orb suspended in the air between a pair of organically carved stone pylons. Upon stepping onto the entry pad, customers are transported within the orb's expansive interior where an associate is happy to guide the customer into a “Wish Room.” In these Wish Rooms patrons are able to live out any fantasy or experience that they can come up with for the duration of their paid stay. Among the more recent additions to the Topaz Plaza, some of the local business owners have expressed resentment at the Golden Orb's opening. Many consider it an expression of envy or a nostalgia for the Wonders Way Market that previously existed at the location. Whispers of disappearances of patrons to the Golden Orb are not uncommon, but most assume that they're just rumors started by those hoping that the popular recreation service will be shut down.
  • Trillion Theater - The biggest theater (complex) in Cel Tonna, the Trillion is actually three separate theaters all next to eachother, allowing for three separate shows to be going on at once. A common trend is to have a show written in three parts that all happen concurrently show throughout the day, so viewers can catch three different but interrelated shows.

Aergystal Waterway

Extensive and surprisingly extravagant waterway which has expanded across the entirity of the Labradorite layer providing both freshwater and sewer services to the layer. Given the magical nature of the city, many of these services are considered redundant by the populace, however it is still expanded and maintained by the city council.

Weaver's Respite

Hekate's local corporate HQ and associated territory.

  • Hekate Offices - An uninspired name, but it's where the local reps work.
  • The Spinning Wheel - The executive retreat for Hekate and any honored guests. It's essentially spa with full treatments, plus a zen garden, luxury sleeping accomodations, and personalized chef.
  • Leyline Way - A row of extremely specialied Hekate stores, each tailored to a specific division or product line. This is the only area of Weaver's Respite non-Hekate employees can enter.

Tanzanite Hearth

This is where all government conduct is performed, including councilary meatings.

  • Jeweler's Workshop - The name given for the council's meeting hall and primary offices.
  • The Athenaeum - Located through a secret passage in an library/archive building staffed by its employees, the Athenaeum is the club for the members of the Nested Silent. Little is known about the place, but it caters to the highest clientele so it serves nothing but the best foods, drink, and entertainment (Or some combination thereof).
  • Seeker's Castle - The home of the Ley Lodge and its associated members. Its prime location makes sense for the benefits having a team of hunters and disassemblers brings to its wealthy citizens.
  • The Jadeite Bowl - One of the most prestigious venues in Cel Tonna, the Jadeite Bowl hosts orchestras, concerts, operas, musicals, and theatre productions. Recognizable for the large cut and polished jadeite dome that caps the structure, the Jadeite Bowl functions not only as a high end entertainment venue but also a place of gathering and quiet business for many of Cel Tonna's elite.

The Veins

The subject of many myths, fables, stories, rumors, and ficiton novels, The Veins, officially known as the Bloodstone Conduit, are a series of extremely well maintained and meticulously guarded waterways that snake beneath the surface of the Red Beryl Layer. They have captured the imagination of thousands who wonder just what happens beneath the streets walked by the wealthy.
