The GAO is a paramilitary piracy organization with a mostly decentralized structure. Their primary forces consist of service veterans and some Machine Intelligences. Through much effort, they've gained allies in other mercenary and pirate groups. They do not stage large attack actions or engage in fleet warfare, but stick to raiding weak points and smash-and-grabs. Sick duck ploys and false flags are fair game as well. In essence, they do what they can to continue existing. But, they are very politically motivated in their actions. The GAO hope to one day become their own national power in the stars, though they are all aware of the sacrifice it might take. The GAO main force is posing as a mercenary/goodwill peacekeeping force while continuing illicit activity on the back end to fuel their goals.

In PA 259, Decker was subjected to a Noir mob raid on a liner he was traveling on. An EAD member was there to save him before a fatal shot went his way, so Decker set his sights on joining.
During PA 261, Fractal 82 broke from the Units, becoming its own entity. It proceeds to survive by upping its hacking game. Meanwhile, Decker makes a name for himself in the EAD. Though he has some qualms with the program, he feels that he's making a better place for everybody.
In PA 263, Decker makes his way up to a commanding EAD rank and befriends Rumia in the process.
By PA 265, the EAD was exposed by Luca Pavone and their actions came to light. The agents of it all turned on one another, and Decker nearly died in an attempt to save a civilian vessel caught in the crossfire. Synthesis was aboard that vessel, and evacs Decker before further harm could come to him. Rumia, who was in the middle of her own mission to kill a councilman on Noir, was exposed and caught by the coucilman's own pocket gang.
As PA 267 rolled around the dust from the EAD scandal was finally settling. Gumiho Rumia freed herself using a police bust on the councilman as an easy cover. Feeling betrayed by the whole situation, she turned to the one person she could rely on - Decker, who was recovering with cybernetics. They hatched a plot together to bring vengeance on those that wronged them, through careful planning. Later on in the year, Decker solidified his plans and set his grand scheme in motion (As well as getting a job acting in the TV series, Magical Girl Aeternalis). The Galactic Armament Organization would be his banner, and his creed was justice. He contacted many, equally disillusioned veterans from different forces to form the backbone of his organization. Along the way, Bolor Topal joined.
Over the last two years, Decker made allies through his remaining assets leftover from the EAD days, befriending a few odd mercenary groups that shared his goals. For PA 270, he began to expand to the few extra-human and other types of people that he could trust - powerful assets that would ensure victory. In that mindset, he met with Luca Pavone. They disagreed on methodology, but he decided to give Luca's strategy a chance - save the EAD members that could be saved (metaphorically speaking) - and took a back seat on the operation while he managed his own efforts.
As the Galactic Armament Organization is a migrant group, their location is constantly changing. Especially in regards to any member subfactions, which may or may not travel with the main.

Unfortunately, the GAO lack land holdings of any sort, and so have to resort to in-house production on their vessels.
Currently, the GAO lack the techical know-how to produce their own ships and powered armor, especially given their production facilities being able to produce existing units. However, there are plans to start such things once a proper factory is secured.
